  • Tree removal requires prior authorization from the Association and the City Tree guidelines/approval process is required as well.
  • Now is a good time of year to perform moss removal from the roofs, siding, driveways and concrete.

    Storm drains should be cleaned of leaves so that water can properly drain from the streets.

    Please take note of any water drainage across sidewalks which can cause ice to form on the sidewalks causing a safety hazard.

    In the next few weeks, PGE is scheduled to be in your area cutting branches ways from the high-voltage lines that serve our neighborhood.  Trees near power lines in back or side yards are scheduled for another time.  Please keep in mind that tree maintenance is important to everyone in our community.  Even if you have underground service, at some point near your home your undergound lines connect to our overhead system.

    This work, like all of  PGE maintenance programs, will be done at no extra expense to you. There should not be an interrruption to your electric service unless an emergency situation arises.

    Thank you for your support of this very important maintenance program.

    Fire Season

    During this time of year we hear and read a lot about the “fire season.” In March, one of our Barrington Heights neighbors suffered a catastrophic fire to their home and its complete contents. Here are some suggestions from TVF&R for fire safety.

    • Make sure you clean or replace your furnace filters every three months and have it serviced once a year.
    • Dryers should be on the same maintenance schedule. Move the dryer away from the wall, clean the metal venting going from the dryer to the wall, vacuum the vent from the inside of your home and from the opening on the outside of your home.
    • Common household electric appliances should be unplugged when not in use…coffee maker, toaster, shredder, etc.
    • If you store fire wood, it should be placed 30 feet away from your home.
    • Do a visual inspection of your landscaping. Do you have trees planted too close to your home? In addition, make certain your common areas are free of leaves and debris.
    • Make sure that if you own gas cans and/or propane tanks, they are not stored in your garage or basement.
    • Take a moment to inspect your in home fire extinguishers. Are they located in accessible locations and are they fully charged.
    • Perhaps it is time to reevaluate your home owner’s insurance policy…Photograph the valuables in your home and store the copies in a secure location.

    You may have recently seen firefighting equipment, forestry vehicles, and other jurisdictional vehicles near Beacon Hill and Imperial Drive. Jenna Nelson from the Oregon Department of Forestry organized “Firewise Day”. Several members from the Oregon Dept. of Forestry and members from the Oregon Department of Transportation spent the entire day creating a “fuel break” along the I-205 side of Barrington Heights. TVF&R also had numerous equipment and crews on hand as support. This work was done as a protective measure in the event of a fire starting along the bank of I-205 and running up the hill towards our neighborhood. We need to be vigilant in making sure we each do our part in keeping our neighborhood beautiful and safe.

    • TVF&R demonstration of wildland fire vehicles & equipment
    • ODF, TVF&R, and ODOT will be clearing a Fire Break along ODOT property adjacent to Barrington Heights homes on this day
    • ODF and TVF&R will be available to homeowners for help demonstrating use of chainsaws, pruning equipment, and to answer any questions you may have
    • Place any debris at the end of your driveway by the end of the day July 19th for chipping and removal.

    Curb Appeal

    Board members recently took a “spring walk” around the neighborhood to locate any improvements needed.  We found sidewalks in need of repair, a few landscape infractions and some minor home maintenance repairs that are in need of a little TLC. Our neighborhood is one of the most sought after places to reside in West Linn, so keep up the great work on your homes.

    Sense of Community

    Look for postcards from our social committee for upcoming events.  There’s no better feeling than a sense of community and Minny Olson and Michelle Walker are working hard to create gatherings for us to enjoy.

    ARC Reminder

    I know I’m not your mom, but just a friendly reminder to make sure you turn in ARC applications for approval BEFORE you start home improvement projects.  There’s a method to our madness and keeping our homes in line with HOA rules assures consistent property values.

    Home Beautification Tips for the season:

    • A little bark dust goes along way in making your yard look pristine. A few companies that offer this service are, Grimm’s Fuel in Lake Oswego @ (503) 636-8441 and S & H Logging Co. in Tualatin @ (503) 638-1011.
    • Tis the season for Moles…yikes! Moles can ruin what could otherwise be a stunning yard. They tunnel underground for protection from predators as well as hunt for insects to eat.  Getting rid of them is not hard but the key to keeping your lawn in tact is to trap them before they do too much damage.  People prefer various types of mole removal methods such as sonic underground vibration or metal traps using worms or chemical agents to trap them.

    It’s time to be a proactive homeowner

     

    Here are a few tips to help you get started.

    • Test all smoke detectors.  Make sure they work properly and replace all batteries.
    • Check for roof damage.  Winter weather can cause even the best shingles to break or blow off.
    • Inspect siding. Look for cracks to prevent water damage.
    • Wash your windows. The best way to inspect a window is to clean it.  Even greater is that you can actually see out!
    • Tidy your garage.  Give those unwanted items away and feel good about your friends and neighbors making a surprise appearance.
    • Clean up any yard debris and fertilize your lawn.

    Just give me the wine and no one gets hurt…

    Every  season we spend a good amount of money for holiday lights. The Board is eager to hear feedback on the neighborhood services that we currently manage especially the lights.     Looking Back

    We (Connie & Deb) decided to volunteer as Board members for 2 reasons. Connie, an established homeowner wanted to see social changes in the neighborhood. Deb, a new homeowner wanted to get to know her neighborhood. This is what we’ve learned… It takes more than just the Board members to manage Barrington Heights.

    Ideally, everyone that lives here needs to look at the entire neighborhood as an extension of their home. Areas that need everyone’s attention are  a broken sprinkler head in a common site, a tree limb that’s down, burned out street lamps or anything that doesn’t seem right. PLEASE report it. Do not hesitate. This helps all of us. Be that conscientious homeowner and contact Stacy, our property manager.

    Good news! The 2013 Budget has been approved. We are happy to announce that for the 3rd consecutive year, our annual dues will not increase. We’ve achieved this by scrutinizing every expense that has been presented to us by requiring 3 bids for all maintenance/repair projects. The November newsletter addresses all these issues.

    We’ve hit a bump but we’re not giving up. The directory is going forward but we need your help. For more information please read the November newsletter which will be arriving soon in your in-box or mail box.

     

    Site Reviews

    We’ve heard your comments about the frequency of management walking and reviewing the neighborhood.  So, we’ve made some changes. The previous schedule was twice a month. The Board has decided that we could achieve the same results by reducing site reviews to every 6 weeks. This will also save us a little money.

     

    Community Events

    • Holiday Bazaar — Come to the 4th annual Holiday Bazaar on Saturday, November 17th, 9 am to 4 pm at the West Linn Adult Community Center. Last year there were over 25 vendors featuring hand-crafted gifts, jewelry, woodworks, paintings and sweets/snacks. The Gift Shop at the center will also be open featuring many lovely seasonal items for the holidays. Did you know that the gift shop is managed and operated by volunteers? All profits are donated to the West Linn Food Pantry. For more information about our local food bank, please visit www.westlinnfoodpantry.com.
    • Lighting of Maddox Woods — Friends of Maddox Woods will be having a benefit sale November 12th from 3 to 8 pm. Conifers with lights, nature related gifts and live native plants will be for sale. The Woods will be lit daily from 4 to 9 pm November 17 – December 31. Come and enjoy a magical walk down a lighted accessible path through the Woods and to the viewing platform on the Willamette River.
    • In honor of Veteran’s Day, the West Linn Public Library will host a “Letter Drive” through the month of November. Drop off a note of thanks for our deployed troops, veterans, wounded warriors and first responders between November 1 and November 30.

    It Takes a Village

    It’s nighttime…. Do you know where your kids are? There have been numerous reports of ding-dong ditches, backyard break-ins and other shenanigans that are possibly youth related. Start a discussion with your children about the importance of community and respecting your neighbors.

    Neighbors Helping Neighbors Program Update

    West Linn has had another successful year helping our aging citizens maintain their landscaping needs. Hundreds of residents arrived at City Hall on September 15th to volunteer for this worthy cause. A handful of your neighbors were there wielding shovels, rakes and hand pruners. Want to get involved next year? Watch for a reminder next summer and let’s get a Barrington Heights group organized. This would be a wonderful experience for our kids.

    A Bright Idea

    Thanks to Surja, our Neighborhood Maintenance “Guru”, many broken or malfunctioning street lights have been repaired. If you notice a light that needs service, please call Surja. His contact information was published in the August newsletter. You may also send a message to Stacy and she will forward the request.

    Bridging Communities

    The Historic Arch Bridge is finally reopening. Hooray!!! The bridge opening event starts Sunday, October 14th @ 2:00 pm at the Oregon City end.     CertainTeed Grand Manor luxury shingles have now been approved by the Board. The color palette you may choose from are Black Pearl, Brownstone, Stonegate Gray and Weathered Wood. I f you toured the 2012 Street of Dreams just up the road, the Rivendell Manor home had this product installed with positive remarks.

    CertainTeed also manufactures Presidential TL which is the other approved composite shingle product for our CC&Rs.

     

    On Going Neighborhood  Improvements

    1. Wellington Drive Brick Planters… Cracks have been repaired. New trees will be planted soon.
    2. Wrought Iron Maintenance…All iron fencing is scheduled to be painted this month.

     

    Boats, RVs and Automobiles (parking)

    Recreational vehicles, boats, trailers, motor homes, campers, motorcycles, trucks over ¾ ton rated carrying capacity, or like equipment shall be allowed so long as they are kept in the side yard (i.e. alongside the garage), behind an ARC approved screen which meets fence requirements, and behind the front elevation of said residence. Such vehicles may be kept if wholly confined in an enclosed portion of the building. Guests may park for a maximum of twelve (12) hours on the public street. No vehicles in disrepair are to be visible from the streets.

    No vehicles shall be parked in driveways, or in public streets, for the purpose of repairs, maintenance or convenience of ingress and egress for a period not to exceed five (5) days in any one twenty (20) day period. No vehicle shall extend over the public sidewalk or driveway apron. Residents and their guests shall make all reasonable efforts to avoid parking on the public streets. Vehicles and equipment owned by others, who are guests of the occupants, shall be allowed to park on the driveway for a period not to exceed fourteen (14) days in any one thirty (30) day period. No “For Sale” signs will be displayed in vehicles within the Barrington Heights community.

    West Linn 13th Annual Arts Festival – September 8th and 9th, Willamette Park. This is a good one… A juried exhibition and sale of fine arts & crafts. Over 100 art booths, this festival also offers quality food and beverage vendors, stage performances and a special event to benefit a local charity. This show is as good as L.O.!!!!!!!!!

    Surja met with Peter from the City of West Linn to talk about the Barrington Drive road/plumbing work. The project is finished for now. The workers have paved the section where they have placed new plumbing.

    Unfortunately, Barrington Drive will not be paved this year. The City is going to evaluate their plumbing work this winter to see if it manages the water drainage problem.  If not, they are going to fix it first before repaving the entire road.  Cross your fingers!

     

    New Imperial Drive sign

    The new sign has been installed at the entrance to Imperial Drive. It clearly directs delivery trucks to the main entrance on Salamo Road. So…what do you think? Do you like it? Let us know. We do care about your opinions and value all feedback.

    ARC Applications

    Do you want to paint your home a new color? Are you thinking of removing that big hedge of Portuguese Laurels for something that grows lower? Need a new roof? Please fill out an ARC application and receive approval before you start the project. The applications are available right here on the website. It only takes a few minutes and ARC, the Board and your neighbors will be very happy.

    Wow, yes you are! The first Social Club meeting on June 14th was a huge success. Quite a few clubs are now getting organized:  Bunco, Book Club, Walking Group, Lunch & A Movie, Wine Club, Special Interests Group and Progressive Dinners.

    Couldn’t make it to the first meeting? Well, please come to the next one on July 12th. You can sign up for any of the clubs that are forming or bring your ideas to head up a new one. Watch for the yellow postcard in your mailbox with all the info. Hope to see you there!

     

    Common Areas Maintenance Update

    Surja reports that the neighborhood’s common areas are in relatively good shape. His recommendations are in the works:  1) Trees in the brick planters on Wellington Drive were starting to outgrow their homes. Cracks have been repaired and trees are being replaced.  2) Power washing of all common areas will be done July 16, 17 and 18. 3) Radcliffe Court will have their streets cleaned on July 6.

    Please watch for an article in the August newsletter on what to do if you notice a problem with street lights in our common areas. Surja would appreciate our help.

    Barrington Drive Work

    You all may have noticed the work on the north side of Barrington Drive. The city is installing a 10 inch storm drain, replacing a smaller one. In addition, they will be tapping the runoff drains of 6 homes along the north side of Barrington Drive directly into the storm drain. The natural springs and runoff will not be directed into the gutter as they are now. Sometime in the future, likely this season, the city will repave Barrington Drive.

    We’re proud to say that 185 newsletters were sent electronically and only 74 were printed and mailed via US Postal Service. Thanks for providing us with your e-mail address and for contributing to a second year of no increases in annual dues.

    Schools Out

    School is out in June. Please be aware of our kids on skateboards, bikes and walking their dogs. Watch for adults as well.

    Main Entrance Landscape Update

    Many thanks to Sue Jones for keeping our costs in line on the main entrance landscape repairs.
    A standing ovation for 2 homeowners that reported a broken irrigation zone in the island at the intersection of Barrington and Beacon Hill. Dennis 7 Dee’s responded immediately.
    If you notice a problem with any landscaping issue whether it be irrigation or plants and trees in the common areas, please contact Sue.

    Imperial Drive Entrance

    Delivery trucks continue to cause damage to the landscaping and hardscaping at the Imperial entrance. A new sign has arrived and will be installed soon. The sign will direct trucks to use the main entrance on Salamo. Please keep reminding all delivery drivers to use Barrington’s main entrance.

  • “Close To Home” – Barrington Heights Real Estate Activity. The last 4 months have shown more new listings coming on the market as well as sales, so things are improving. As of April 11, 2012 we currently have 9 active listings ranging in price from $419,900 to $1,975,000. Average days on market are 159. Average price per square foot is $152.00. We currently have 2 pending sales.
  • As of April 11, 2012 we have 7 properties that have sold ranging from $392,500 to $1,000,000 in the last 4 months. Average days on market are 104. Average price per square foot is $131.00.

    • Annual West Linn Skatepark Slalom Race. Skateboarders of all ages and abilities will carve and turn around cones placed throughout the skatepark. Laps will be timed wirelessly for accuracy and fun!

    Come to the West Linn Skatepark on Saturday, May 21st. Course will be set up from 4:00 pm for practice runs and race will start at 5:00 pm.

    Entry: $10 – Protective body armor & helmets required. Registration will also be on site day of event.

    • Newsletter. The May newsletter is on its way to your inbox. Always open to suggestions and comments.
    • ODOT/PGE Industrial Scale Solar Power Plant Update. This 13,000 panel (each 4’x8’) installation will cost about $20m with a payback period, estimated by ODOT, of over 100 years. It is planned alongside I-205 due south of Barrington Heights. PGE and ODOT are having a hard time funding it. They will not pay for it themselves, out of ODOT’s budget (it is operationally broke) or from PGE private sector funds. Thus, the project is on hold for money. I have spoken to both Maria Pope, CFO of PGE, and Jim Whitty, Manager Office of Innovative Partnerships & Alternative Funding at ODOT, and they both affirmed they are still trying fund and to build this power plant.
    • I-205 Trail Update. The trail planned for the ODOT land adjacent to Barrington Heights (exit/entry on Imperial Drive across from Manchester Ct) is still a very active project in West Linn’s Parks and Rec. dept. ODOT says it is not involved though it funded the $210k design project with Stimulus/ARRA $. Barrington Heights concern is regarding fire hazards and personal and property security remain unresolved—even somewhat unconcerned by the city. BHTNA neighbors have researched and suggested an alternate route on the south side of I-205 where emergency access is available from both sides of the trail and no houses are threatened (report available). The city seems uninterested in this location. No updates/communication have been received from the city since February 15, 2012. Last July BHTNA neighbors blocked the city’s request to METRO to fund the trail’s cost of $1.55m/1.6 miles (7,920 ft) or >$180/linear foot. Plus, there is no provision in West Linn’s budget for maintaining this expensive, paved trail post-construction.
